Warrington council has outlined its priorities for the coming years, with a focus on building 'quality' homes and developing 'crucial' infrastructure. The council's cabinet will review a new corporate strategy for 2025-29 titled 'A Plan for the Borough' at its meeting on Monday, May 12, before it is adopted by the full council.
A report to members indicates that the current corporate strategy and plan, which was updated annually and covered the period 2021-2024, has reached the end of its lifespan. "The majority of outcome measures identified within the strategy have been delivered with progress having been reported through the quarterly performance report to cabinet," the report said.
The process for creating a new strategy began after the council and general elections were completed by summer 2024, with a workshop between cabinet and senior officers in early autumn providing an outline of the strategy.
That outline says: "The proposed new strategy reflects the vision and priorities of the council for the next few years. Our vision is to shape a thriving Warrington by focusing on what matters most with three core focuses: our people, our place, and the quality of our public services."
The report outlines eight key themes supporting the council's core focuses: protecting vulnerable residents and championing communities, supporting individuals with cost-of-living issues and tackling inequalities, caring for children and improving SEND services, enhancing the environment and addressing climate change, building quality housing and infrastructure, upgrading roads and public transport, securing the local economy and investing in the future, and continuously advancing council operations and governance.
It adds: "Delivery of this strategy will be within the resources the council has set within the council's medium term financial plan and capital strategy, both of which were most recently approved by full council in February 2025.
"The reasons for the recommendation in this paper is to ensure that the council is in a position to adopt a new corporate strategy, and to ensure the council continues with its track record of delivery for the people of Warrington."
The council's cabinet will be asked to agree the strategy should be presented to full council for endorsement in June.
