The businesses forced to close in every region under Tier 3 rules - and how they differ

West Yorkshire is set to join Nottinghamshire, Warrington, Greater Manchester, South Yorkshire, Liverpool and Lancashire in facing the toughest Covid-19 restrictions in England

A woman wearing a face mask walks through Manchester. Greater Manchester will be placed under stricter coronavirus controls after last-ditch talks with the Prime Minister aimed at securing additional financial support concluded without an agreement.

There are a raft of restrictions on businesses that ALL Tier 3 areas must comply with.

These include:

  • Pubs and bars that are not serving substantive meals must close.
  • Restaurants and bars serving table-service meals must close at 10pm.
  • Delivery service, takeaway and drive-throughs can stay open after 10pm
  • Hospitality venues in ports, on transport services and in motorway service areas do not need to close at 10pm, but must not serve alcohol after that time

On top of those, there are varying restrictions depending on each Tier 3 area and decided locally - they are:

The following businesses will not be allowed to open in Greater Manchester:

  • casinos
  • bingo halls
  • betting shops
  • adult gaming centres
  • soft play areas

The following businesses are not allowed to open in Liverpool City Region:

The changes reflect the announcement that gyms could re-open but soft play would added to the closure list to bring it in line with other areas.

  • casinos
  • betting shops
  • adult gaming centres
  • soft play centres and areas (closed from 24 October)
  • indoor gyms (will reopen from 24 October)
  • fitness and dance studios (will reopen from 24 October)
  • sports facilities (will reopen for all users from 24 October) – there is currently an exemption for:
    • organised indoor team sports for disabled people
    • under-18s activities

The following businesses are not allowed to open in Lancashire:

  • casinos
  • bingo halls
  • betting shops
  • adult gaming centres
  • soft play areas
  • car boot sales

The following businesses are not allowed to open in South Yorkshire:

  • betting shops
  • adult gaming centres
  • casinos
  • soft play centres
  • gym classes will not be allowed and social distancing guidelines should be followed between people from different households (but gyms will remain open)


The following businesses are not allowed to open in Warrington:

  • casinos
  • betting shops
  • adult gaming centres
  • soft play centres and areas

The following businesses have either these additional restrictions or will not be allowed to open in Nottinghamshire:

Hospitality

Cafes, restaurants, pubs, bars and social clubs (whether or not they serve alcohol) must only open where they are serving a substantial meal, like a main breakfast or a lunchtime or evening meal. People will not be able to sit in a cafe or restaurant to drink coffee or eat a snack.

Hospitality venues are not permitted to provide shared smoking equipment (such as for shisha) for use on the premises.
