The position is being created after two critical reports into the governance arrangements of the deal earlier year -聽 and what was also seen as too many roles being filled by officials from Carmarthenshire County Council.
The recommendations from the reports, one carried out by Attica Consulting on behalf of the 海角视频 and Welsh governments and the other from a team of internal auditors from across the four local authorities that make up the city region, in Swansea, Carmarthenshire, Pembrokeshire and Neath Port Talbot, were accepted in full by the City Deal's joint committee.
The 拢1.3bn deal, includes projected leverage finance of 拢637m from the private sector for its projects. The Welsh and 海角视频 governments have committed in principle 拢241m in backing.
To get projects away in the first five years, the four local authorities would use their borrowing powers and be paid back over 15 years.
Two projects have so far secured City Deal funding from the Welsh and 海角视频 government; the Yr Egin creative industries hub in Carmarthen and backing for the regeneration of the centre of Swansea.
One of the original projects, a 拢200m Wellness and Life Science Village in Llanelli, which was seeking 拢40m in City Deal backing, has been mired in controversy.
The original project is now the centre of an alleged bribery investigation from the regional crime unit for southern Wales, Tirian, following a complaint from Swansea University.
The university is no longer involved in the wellness village scheme.
However, a new business and funding model for a wellness village is now being worked on.
