A developer is seeking permission in principle to build nine homes on green belt land in the open countryside at Poynton.
Oaklyn Construction Ltd wants to build the homes on land adjacent to Woodhouse Farm off Anson Road.
Emery Planning, which has submitted a planning statement on behalf of the applicant, said: "The key consideration for this stage one PIP (permission is principle) application is green belt planning policy."
It continues: "The proposal does not constitute 'inappropriate development' as it comprises the development of 'grey belt' land."
The 0.49-hectare site is approximately 2km to the east of Poynton.
Poynton is identified in Cheshire East's local plan as a key service centre offering a good range of services and facilities, including a train station.
"Opposite the site there is a public house, 'The Boars Head', and within walking distance there is a bus stop, a church and community hall, a local shop, a café and a play area," says the planning document.
"A pavement leads west from the site, along the length of Anson Road, to provide pedestrian access to Poynton."
Emery Planning argues the proposal for nine dwellings in this location would not be inappropriate development in the green belt as the site comprises grey belt land when assessed against the relevant criteria in the national planning policy framework (NPPF).
It adds: "As Cheshire East Council are unable to demonstrate a five-year housing land supply, the application should be determined by way of a planning balance, tilted in favour of sustainable development...
"The lack of a five-year housing land supply does not only trigger the application of the tilted balance... the lack of supply renders the 'most important policies' for determining planning applications out-of-date."
The application is for permission in principle – a two-stage mechanism for obtaining planning approval for housing development.
The first stage, being applied for now, is to establish whether the site is suitable in principle.
If PIP is granted, the site must receive a grant of technical details consent before development can proceed.
The application, number 25/2813/PIP, can be viewed on the planning portal on Cheshire East Council's website.
The last date for submitting comments is September 10.
