Construction industry drive as £47b public sector framework is set to launch

North East health trusts and public bodies behind open procurement proposal with Hull-based Pagabo

The framework provides a pathway to significant new public sector projects.

National framework provider Pagabo has put developers on notice for its new public sector framework, worth an estimated £47 billion.

Its first framework dedicated to developers will help construction drive the economy’s emergence from the coronavirus pandemic, bringing the opportunity to secure new work and help the NHS and public sector bodies with vital expansion plans.

Acting on behalf of Cumbria, Northumberland, Tyne and Wear NHS Foundation Trust, Pagabo, based in Hull, will establish a group capable of providing developer-led schemes within the º£½ÇÊÓƵ for the whole of the public sector.

The framework will run for four years from September 2020, with the option to extend for a further 18 months to April 2026. It will be open to all public sector bodies including schools, universities, local authorities, police and emergency services, NHS organisations, health and social care providers and housing associations, as well as central government departments and the Ministry of Defence.

Jason Stapley, managing director at Pagabo, said: “We have been in consultation with key developers and local authorities since September 2019 and are really pleased to be bringing the first developer-led framework to the market at this time to help public sector bodies procure work with developers that is critical to building a better future.

“The framework will not only save time and effort when procuring a developer, but will also save developers a lot of money on bidding for opportunities - which for some larger development schemes can be as high as £1 million.

“It has of course been a worrying time, with construction output dropping by record amounts, but despite the exceptional circumstances we have seen a tremendous amount of enquiries still coming through to us from the public sector – showing the vital role that frameworks have on the road to recovery.

“Government has already indicated that infrastructure around the º£½ÇÊÓƵ is to be a focus – and a huge part of a ‘return to normal’. A simple to use framework will help with creating a more robust sector all round."
