Maritime interests are high on the Budget agenda for the Humber, with eyes on announcements linked to the freeports competition and offshore wind acceleration.

Chancellor Rishi Sunak has received a letter from the region鈥檚 MPs urging him to back the bid.

Siemens Gamesa鈥檚 planned doubling of size in Hull and Able Marine Energy Park at North Killingholme hold the key to immediate growth in the region as a potential spotlight to shine on the green recovery too.

And with huge decarbonisation plans pan-Humber understood to have been rubber stamped - stretching from Drax to Saltend via the South Bank鈥檚 refinery cluster - could Wednesday鈥檚 opening of the red case by Chancellor Rishi Sunak reveal it?

In a letter to the Chancellor, Rishi Sunak, the MPs said: 鈥淣o other part of the 海角视频 can boast the unique combination of an existing pivotal role in 海角视频 trade and energy supply with the potential to level-up, tackle deprivation and decarbonise our economy through the growth of green jobs.鈥

Underlining 鈥渢he most compelling bid鈥, Martin Vickers, who represents Immingham - the 海角视频鈥檚 largest port - said: 鈥淎s chairman of Parliament鈥檚 All-Party Group for freeports I have championed the concept of freeing up our ports to become magnets for investment, jobs and growth. Whether there is an announcement in the Budget or not we鈥檒l find out on Wednesday but, if not, the campaign will continue.鈥

Chief executive of Hull and Humber Chamber of Commerce, Dr Ian Kelly, said he would like to see Mr Sunak 鈥渂uilding back better in the Humber鈥 while 鈥渓evelling up the North with announcements on a Humber Freeport and better East/West and North/South transport links - along with fast-forwarding climate change initiatives such as carbon capture and storage, hydrogen production, cleaner fuel and electric battery manufacturing, all working towards a zero-carbon economy for the Humber by 2040鈥.

On the detail applicable to most in the Humber, he said recovery could be achieved best by 鈥 keeping the furlough scheme available until a full reopening of the Humber economy is possible; extending and expanding business rates relief in the short term and replacing it with a digital services tax in the longer term, while prolonging VAT deferrals until the economy fully reopens鈥.

Better financed apprenticeships were also suggested to help the unemployed, with a strong Kickstart package also highlighted.

Mr Sunak鈥檚 second Budget comes as the local enterprise partnership governance of the Humber prepares to be fully split. The Humber LEP - tasked with much of the economic driver levers - is to be replaced, with north bank authorities uniting for Hull and East Yorkshire LEP while the South Bank councils opted to retain their role on Greater Lincolnshire.

Heading that is chair Pat Doody. Welcoming the roadmap out of the pandemic, he said it was 鈥渃ritical the furlough scheme and targeted financial help continue to be made available for those businesses who remain closed or operating under restrictions鈥.

鈥淭he Government should also look at comprehensive support for businesses and incentives to support the workforce to retrain as the recovery gets under way in the second half of the year, as business failures always rise following downturns,鈥 the former NatWest man said.

鈥淭he Chancellor should use the Budget to reconfirm his commitment to levelling up the regions, to allow organisations such as ours to put our plans for growth into action.

鈥淢any of our plans for future growth are being put in place, and we now need to be empowered and funded to put these into action. Strong public and private partnerships have driven our previous economic successes here in Greater Lincolnshire, and we should continue to work together to achieve our shared aims of economic growth, new jobs and prosperity for everyone.

鈥淭here are a number of game-changing opportunities for real economic growth in Greater Lincolnshire, and we will be looking for positive announcements next week such as landing the six Town Deals across Greater Lincolnshire, being shortlisted for a freeport, and the bids for offshore wind manufacturing investment support programme.鈥
