A new parking levy could come into force in Birmingham city centre, hitting businesses with a £500 annual charge for every space they own.
The city council is proposing the move as a way to raise funds to invest in other forms of transport and cut congestion and pollution.
The planned parking levy is in addition to the Clean Air Zone which was supposed to launch in January but is now set to come into force next summer.

The so-called 'Workplace Parking Levy' would affect an estimated 14,587 parking spaces inside the A4540 ring road and is expected to generate more than £7 million a year to plough into alternative transport schemes.
The council's cabinet is being asked to set aside £600,000 for external consultants to put together a full business case with a view to introducing the levy from 2023.
A report prepared ahead of next week's cabinet meeting references a similar scheme introduced in the East Midlands in 2012.
"Nottingham has shown no negative business impacts and, while no direct link can be made to Workplace Parking Levy, Nottingham has experienced strong economic growth since the implementation," it said.

Businesses would be consulted and the council would work closely with the chamber of commerce and other businesses to “understand the impact".
It is predicted the scheme will take three years to implement and cost up to £915,000 to get up and running.
