Birmingham office block plan set for rejection

Councillors have been recommended to throw out the application for Four Axis Square over financial contributions

Plans for a 14-storey office block in Birmingham city centre look set to be thrown out by council chiefs.

Four Axis Square is part of a wider masterplan for the Axis building site next to the Mailbox shopping mall and is due to be considered by Birmingham City Council's planning committee next week.

Officers have recommended that councillors reject the application for the 274,189 sq ft complex on the grounds that developers have so far "failed to agree to the requested planning contributions" which have been calculated at £232,460.

This is a proportion of the £985,000 contribution agreed at the outline planning application stage.

The report says the contribution would allow for the creation of public realm "to improve the poor urban environment" including lighting, work for the A38 underpass and improved connections between the application site and Broad Street tram stop.

But the report states the applicant "contends the public realm improvements are no longer necessary to make the development acceptable given the reduced floor space proposed to be created when compared to the outline consent".

It adds that the applicant states public realm improvements are embedded within the scheme.
